Summary

On 8 October 2026 the European Parliament voted 381 to 167 to ask the European Commission which organisations suspected of links to the Muslim Brotherhood have received EU funds, and how much.S1 The resolution is non-binding, and it concedes that no EU money has gone directly to FEMYSO, one of the groups most often named, since 2019.S1

The EU’s own auditors had already looked at the wider problem. In April 2025 the European Court of Auditors found that the Commission largely relies on NGOs declaring that they respect EU values, rather than checking. That report is about all NGOs; it does not mention Islam or the Brotherhood.S5

In 2023 the Commission told MEPs no project involving the listed groups was running.S4a In 2024 it corrected itself: an Erasmus+ grant had gone to Islamic Relief Germany through Germany’s national agency.S4b

The big totals quoted online come from a report commissioned by a political group, the ECR, built from parliamentary answers and a private monitoring site.S6 Lower figures have been reported elsewhere, including by the US think tank FDD, citing a French Senate proposal.S7 ENAR’s 2026–2028 funding application was rejected in July 2026 with no published reason, and ENAR is challenging the decision in court.S8

FEMYSO, ENAR and Islamic Relief all deny any links to the Muslim Brotherhood.S9 France’s own government report described ENAR as “not organically attached” to the movement.S10 The Commission says its grants go through rigorous selection by independent experts, and that its monitoring of ENAR found no breach of EU values.S3

The point: anyone should be able to type a name into a public website and see every euro of EU money it has received, under every programme and through every national agency. That register does not exist.
